College heads should work in close relationship with the cops in identifying bars that entertain under-age drinkers and they have to ensure zero-tolerance against any form of drinking or drugs by random drug testing and related activities. These should be put in to practice even if there is going to be strong protests from parents and from alumni that are pretty well-moneyed.
